Abstract： The comprehensive law enforcement big data platform for city management forms an interconnected, dynamic update, open and shared comprehensive law enforcement big data system “to people, to points and to events” based on smart city governance data model. It promotes digital transformation and reconstruction of urban governance and reengineering of comprehensive law enforcement business processes, and realizes the daily service, patrol supervision, law enforcement, case handling and coordination across departments, enables real-time collection, real-time uploading, real-time monitoring, real-time analyzing, real-time commanding and real-time evaluation of all elements in all dimensions and the whole process. It shapes an olivary city governance structure, and finally realizes digital intelligence, wiki collaboration, meta-synthesis, open and mass innovation based on big data. It promotes transformation of joint law enforcement to comprehensive law enforcement based on big data, and promotes synergy of perception, analysis, service, command and supervision functionalities as “five in one” smart city management capacity.
